08/11/2008 - College PREP - San Diego, CA Troy has upside on the mound due to great arm action and smooth mechanics. He is a finesse pitcher that will make his living beating pitchers with action on his pitches and location. He has three decent pitches that should develop, giving him good options in attacking lefties and righties. He shows a direct approach with his body and maintains good tempo and rhythm throughout his delivery. A solid long-toss program should help him increase his velocity and allow for sharper movement on his pitches. With the bat, he also shows well as he again, demonstrates a balanced approach to hitting. He is strong, flashing plus bat speed and gets good extension through contact. He uses all fields appropriately, but will drive the ball more consistently to the opposite gap, upon letting the ball travel more. A few areas of improvement are getting him to load and stride on time, as his stride foot tends to be late. And lastly, he has a lengthy, sweeping swing that can certainly be shorter, adding more bat speed and perhaps resulting in home run power. Overall, Troy will gain plenty of attention from college scouts. He is a high commodity for college programs, and one that will continue to develop physically.
